How can I find and contact a website's hosting provider?

This is going to sound a little crazy, but I had noticed a site had stolen the layout and content of my website. I was wanting to contact the websites hosting provider (not the owner) about shutting down the site for stolen css and content. Is this possible? I really need the help, because I had already contacted the owner and she refuses to take it down.
