Could it be said that social welfare is a tool used by Capitalism to ensure that a Capitalist society exists?

I mean social welfare in the European context, that being, monies paid to someone by the State if someone can't work or if someone can't find work. You know, give them a little so they don't want a lot? The kind of thinking whereby it is better to give them a little to ensure many others do get a lot, to make sure the boat isn't rocked? I'm left and though I am not sure if this is true I do know that some Socialists believe this. Your thoughts? Thanks.
