What if my mom won't let me turn on the air and expects ME to pay for it?

My mom says since I'm almost 17, she is no longer giving me allowance cuz she can barley afford to feed me since my dad never helps out. But she makes like $16 an hour ! That's good money . NOW she told me she's not using the Air Conditioning when it gets hot cuz she likes it hot and since she is paying all the bills she's NOT paying for air. Says if I want air I have to get a job to help with the bills! Isn't that neglect and abuse ? Can I report her ? Same thing with cable. Says if I want cable I have to get a job to pay for it cuz she's not 'wasting' her money on it. She SO annoying she NEVER used to be like this!
