Why would a ex try to get back in your life claiming they want friendship when the clearly want to get back?

Why would a ex from a.couple of yr ago try and get back in your life claimkng they want to be your friend when they cleqrly want to get back together? Why not be honest from the start about his intentions? (it was his fault why we broke up in the first place)
