What is the best way to train my 1 year old poodle/shih tzu mix basic commands?

My dog is very intelligent. He understands most everything I say to him clearly, but I am having a hard time with his basic commands because I started off trying to use treats and he doesn't really care about treats like most dogs. So now he's referenced treats with his training time and doesn't want anything to do with it. What should I do and how should I do it?
