Is it really hard to own a small dog if you're single?

I do not own a dog, but I know they are a big responsibility. I know someone that bought a dog while they were in a relationship, and kept the dog afterwards. They complain that it is hard as they are single. Is it really SO hard to have to keep complaining about it?
