In desperate need for help! human services?

so I've lived in my apartment complex for about 14years. they are so ghetto and I never paid attention but lately it's been so bad. there's so many roaches everywhere. they get in our food all over the table, everywhere! there's mice and now bedbugs. what can I do? the manager does not care and I'm tired of everyone just staying quiet. is there anything I can do or someone who I can call? please I need help it is really bad
