Why do Jehovah's Witnesses advertise their JW website, instead of answering questions?

When questions are asked of Jehovah's Witnesses, why do they break Y!A terms of service rules by directing the asker, or the other answerers to their religious websites? Do they need to break the rules to give an answer? Why do they break these Y!A rules, then use the same rules to delete the questions of others?
