What are the laws in Germany about using a VPN?

I heard from a colleague that the law in Germany recently changed regarding VPN usage. He said the German government has made it illegal to use a VPN, now resulting in a 900 euro fine. Can anyone give me clarification on this and provide a reference? Thanks!
