PS3 doesn't utilise full internet bandwidth speed?

I recently switched to virgin media 60mb fiber optic broadband, and I tested on speed test.net and it scored ~62-65mb down and 4upload, but on PS3 its at Max a 20 down and 2upload. ?!?!?!?!?! Where's the rest of the 40mb I paid for? anyone else having this problem?
